2. What to look into next
Our reading
The research marks other food products, beverages and sports goods, toys and other manufactures as lines a small or mid-sized company could be in. If yours is one, check which markets buy that line, not only Guadeloupe’s top destinations overall.

Based on: Top goods exports
Saint Barthélemy takes 26.4% of Guadeloupe’s goods exports. If you sell there, its import rules and buyer channels come first; either way, compare at least one other market before you commit.

6. Worth knowing
Mainland shipments
French customs treats the overseas departments as export territory for VAT, so every shipment to mainland France needs a declaration.
What to do: File a customs declaration for every shipment that leaves Guadeloupe, including to mainland France.
Sources: French Customs, exporting from an overseas region (in French) (opens in a new tab); French Customs, VAT in the overseas departments, 2019 (in French) (opens in a new tab) · as of November 1, 2026
Plant shipments
The DAAF says Guadeloupe is a plant-health area distinct from the European Union's, so plants leaving it need a phytosanitary certificate.
What to do: Apply for the certificate online before you ship plants, even to mainland France.
Source: DAAF Guadeloupe, plant shipment certificates, September 2026 (in French) (opens in a new tab) · as of September 22, 2026
Mainland dependence
IEDOM reports that 42.9 percent of 2025 customs exports went to mainland France and 43.3 percent to the other French departments in the Americas.
What to do: Check the rules of foreign markets early, since most current sales stay inside the French customs territory.

Tax incentives
The ZFANG regime gives qualifying businesses in Guadeloupe an abatement on profits, under size and activity conditions.
