2. What to look into next
Our reading
The research marks sports and gym equipment, hats and headgear and coated-fabric garments as lines a small or mid-sized company could be in. If yours is one, check which markets buy that line, not only Nauru’s top destinations overall.
Source: UN Comtrade, partners' imports from Naoero by product, 2025 (opens in a new tab) · as of November 1, 2026
Based on: Top goods exports
Thailand takes 77.4% of Nauru’s goods exports. If you sell there, its import rules and buyer channels come first; either way, compare at least one other market before you commit.

3. Trade agreements
What each arrangement can mean for a seller, and its limits. A preference is conditional: check the rules of origin before you quote.
Pacific Agreement on Closer Economic Relations Plus (PACER Plus)
Naoero has signed but not ratified, so a Naoero seller cannot yet claim the tariff cuts that Australia and New Zealand give parties.
The Implementation Unit says Naoero has signed and is yet to ratify; check its parties list again before you quote.

South Pacific Regional Trade and Economic Co-operation Agreement (SPARTECA)
Australia and New Zealand give preferential duty to qualifying goods made in Forum Island Countries, and the Australian Border Force lists Naoero as a party.
Non-reciprocal, rules-based preference; check the importing country's origin rules before you quote.

Generalised Scheme of Tariff Preferences (European Union)
Annex I of Regulation (EU) No 978/2012 lists the country, as Nauru, as eligible, but no arrangement applies, so no preference can be claimed.
Regulation (EU) 2026/1395 also lists it with no arrangement; check its status again before you quote.

Developing Countries Trading Scheme (United Kingdom)
The scheme's published tier list does not name Naoero, so a seller cannot claim its tariff cuts.
The list was published June 19, 2023; as of 2026-11-01 check the current tier list before you quote.

6. Worth knowing
Phosphate loading facility
The 2026-27 budget papers say storm damage left the cantilever loading facility of RONPHOS, the state phosphate exporter, not operating, which lowers its export projections.
What to do: Check with RONPHOS whether loading has resumed before you arrange a phosphate shipment.

Fishing revenue
The 2026-27 budget speech lists fishing licenses at $49.2 million, 14 percent of revenue; these are government fees, not exports.
What to do: Check whether a Naoero source counts partners' fish values as exports before you quote them.
Sources: Department of Finance, Budget Speech, 2026-27 (opens in a new tab); UN Comtrade, partners' imports from Naoero by destination, 2025 (opens in a new tab) · as of November 1, 2026
Logistics and border performance
The 2026-27 budget papers set out a customs tariff review, X-ray scanners and a new seaport customs facility, after ASYCUDA World went live.
What to do: Ask Nauru Customs which entry steps and duty rates apply before you ship.

Currency and settlement
The 2026-27 budget papers say development partners secured reliable access to banking services; the long-liquidated Bank of Nauru was repealed by an Act certified January 29, 2026.
What to do: Confirm with your own bank how payments reach Naoero before you commit.

State-led economy
Government and state-owned enterprises account for around 90 percent of GDP, and private sector jobs are under 7 percent of employment.
What to do: Check whether a buyer or partner is state-owned, and confirm payment terms in writing.

External revenue dependence
The 2026-27 budget papers say 58 percent of government revenue comes from external sources, mainly the bilateral hosting arrangements with Australia, leaving the economy highly exposed to external shocks.
What to do: Check how a change in government revenue would affect your buyer or partner before you commit.
